  英国《飞行国际》2008年1月10日报导  澳大利亚对其空军力量能力评估后计画采购F-22"猛禽"战斗机,并将考虑如米格-29和苏-35等俄制战斗机,继而有可能取消一份66亿澳元(58亿美元)购买24架F/A-18F"超级大黄蜂"的交易。

  美国已拒绝了日本等亲近盟国购买F-22的要求,并且美国国会禁止该机出口。但国防分析家认为,如果政府改变主意,日本和澳大利亚可能成为首批获得F-22的国家。洛克希德•马丁公司也乐于保持其"猛禽"战斗机流水线继续运转,但海外销售面临的一大阻力是出口型研制工本将达10亿美元。

  但澳大利亚新任国防部长Joel Fitzgibbon为查找该国F-111和F/A-18的替代飞机似乎不畏任何困难。他表示将与美国政要联系讨论购买F-22事宜。他说在做出决定前必须研究所有可行的选择方案,包含购买俄罗斯战斗机。

Australia plans to request access to the Lockheed Martin F-22 Raptor, and will also consider Russian fighters such as the RSK MiG-29 and Sukhoi Su-35, as part of a review of its air power capabilities that could lead to the cancellation of a A$6.6 billion ($5.8 billion) deal to buy 24 Boeing F/A-18F Super Hornets.

The USA has refused even close allies like Japan access to the F-22 (pictured below left, with US Navy F/A-18E), and Congress has banned its export. But defence analysts say that if Washington changes its mind, Japan and Australia could be among the first to get access to the type. Lockheed is also keen to keep its Raptor production line open, but a major deterrent to a foreign sale could be a reported development cost of up to $1 billion for an export variant.

But Australia's new defence minister Joel Fitzgibbon appears unfazed in the search for a replacement for the country's General Dynamics F-111s (pictured below) and early-model F/A-18s. "I intend to pursue American politicians for access to the Raptor," he says. "We are well placed to talk to Democrats on the Hill about it, and I want it to be part of the mix." Fitzgibbon adds that all possible options will be studied before a decision, including the possible purchase of Russian aircraft. "The review should include a comparative analysis of everything on the market," he says. "I'm not ruling out any option."

Observers believe that domestic politics are behind the Labor Party's review of almost A$23 billion worth of defence projects, given that the Liberal Party which lost last December's general elections is now led by former defence minister Brendan Nelson. He was at the helm when Australia pledged to buy 100 Lockheed F-35 Joint Strike Fighters, which are not expected to enter service until the middle of the next decade, and when it ordered its Super Hornets as a bridging measure.

Fitzgibbon charges that the latter decision was made without "proper due process or capability justification", while some military analysts have claimed that the aircraft lacks the stealth capability and power that the Royal Australian Air Force needs. The new defence minister has meanwhile warned that Canberra will not tolerate further delays or an increase in the cost of the F-35.

Another project under review is a A$1 billion programme to upgrade 11 Kaman SH-2G Super Seasprite helicopters. These were purchased in 1997 to operate from the navy's Anzac-class frigates, but have been plagued by technical problems and have been grounded for more than a year. Nelson said last year that the helicopters will be upgraded and available for use around 2010.

  一边倒的胜利

  “猛禽”压倒性的技术优势令其在空战中处于全面领先的位置。但现代空战是一个动态的过琶当中存在很大的说不准性,空中力量的运用更像是一门艺术,而非科学。空战的胜负归根到底取决于单个飞行员的技巧和训练水准,尤其是面对数量占优势的敌机时更是如此。94中队的飞行员在演习中不但要面对老谋深算的对手,还须尽力满足空军高层对F-22那极高的期望。 2006年夏季在阿拉斯加举行的“北方利刃”联合军演中,94中队的姐妹部队,27中队选派了12名飞行员参演。结果F-22在此次军演中大放光彩,获取了令人难以置信的241:2的骄人战绩。尤为值得一题的是,在其中的一次大规模空战中,拥有F-22的蓝军获取了击落83架敌机的战果。27中队的出色表现为94中队竖立了很高的标杆。 在“红旗”演习中,94中队的F一22尽管没能做到亳发无损,但仍在压力下表现出了强大战斗力1再次获取了惊人的战绩。凭借36:1的战损比,94中队创造了“红旗”演习的一个非正式交换比记录。第1行动大队指挥官汤玛斯•柏格森指出:“在正常情况下,你如果损失了10%的兵力,就已经算是一个很了不起的胜利了。” 94中队在每个攻击波中会出动6~8架飞机,其飞行员通常可以击落30~40架敌机。“我在行动中最担心的事情是导弹用尽”,比尔斯说。“这些坏家伙源源不断的飞来。”规则允许被击落的“入侵者”飞机“复活”,并重新投入战斗。而蓝军则不允许这么做。

  克莱•派克利将在他“红旗”演习中的经历比作是玩流行于上世纪70年代的一款名为《打鼹鼠》的街机游戏。在游戏中,鼹鼠会突然随机出现在控制台上的小洞中,玩家必须用木槌将尽可能多的鼹鼠打回洞中,鼹鼠打的越多,玩家的积分也就越高。类似的情况也出现在“红旗”演习中,红军在多次被“猛禽”击退后,仍不依不饶的继续发动进攻。派克利在出击中5次共“击落”21架敌机。

  到最后,“入侵者”还是设法“击落”了个别不走运的“猛禽”,他们中的大多数已经耗尽了全部导弹。但仍希望利用机炮击落更多的敌机。派克利的好运在与3架F一16格斗时走到了尽头,他当时干净俐落的敲掉了2架,但第三架设法在被派克利的导弹击中前3秒射出导弹,这架F一16垂死前的最后一击导致两机“同归于尽”。

  94中队起初打算混装空空和空地武器。演习之初,每架F一22各携带一枚JDAM炸弹来练习对地攻击,但在遭遇大批敌机后,94中队很快便放弃了这一战术。F一22每挂载一枚炸弹就要付出少携带2枚导弹的代价,8架F-22的导弹携带总量就会因此减少1 6枚之多。由于敌机为数众多,在加上有大批己方战机需要护卫,因此94中队决定将全部精力集中在护航任务上。

  “红旗”演习的任务比“北方利刃”更具挑战性。“入侵者”一方通常会随着演习的进行,放松对飞行员们的限制,以便让无需每天跟随大部队参加空战的飞行员也体验一下“积木”式的学习方式。但飞行员们实际上从演习开端便作好了战斗准备。

  “红旗”演习中的出现了不少令人啼笑皆非的战术。例如,“入侵者”曾试图从未被行入威胁的地区进入战场来避开“猛禽”雷达的搜索,这些飞机常常在从“猛禽”友军的空域出现,发动突然袭击。

  “红旗”演习的半数任务是在夜间进行。红军企图在电子干扰的掩护下利用密集编队发动大规模“游击战”。但“猛禽”的雷达可轻松瓦解对手的电子干扰,使蓝军可有效对敌机实施拦截。

  一个由4架F一16组成的编队甚至在夜视仪的帮助下,沿内利斯靶场北部边距的峡谷飞行。绝大多数潜在对手的夜战能力十分有限,甚至没有夜战能力。由于很少在夜间运行任务,这些飞行员在夜间起降时遇到了一些困难,他们在山脉附近飞行时在夜视仪的帮助下以紧密的编队飞行。尽管如此,未来的阿拉斯加州F一22部队指挥官迈克尔•肖沃中校仍用AIM-120导弹“击落”了在低空飞行的F-16。

  下一个接收F一22的空军基地是位于阿拉斯加州安克雷奇的埃尔门多夫空军基地,但由于每月下线的飞机数量有限,阿拉斯加当前还没有足够的飞机来编译版部队,肖沃仍留在兰利基地,以保持技战术水准。肖沃是一名经验丰富的飞行老手,他曾在1 999年空袭南联盟的行动中击落一架米格一29战斗机。

  准备就绪

  就在94中队忙着征战“红旗”演习的同时。27中队向日本的嘉手纳空军基地派遣了12架F一22。空军的官员声称,F-22的首次海外部署是“美军太平洋司令部飞机日常轮换日程”的一部分,并不会对“地区的和平和稳定”造成不良影响。但“猛禽”的到来实际上给了地区各国一个再清晰不过的信号──“猛禽”已经做好了战斗准备。

  F一22以出色的战果经受了“红旗”演习的洗礼。“猛禽”在“红旗”和“北方利刃”中获取战斗交换比足以令任何对手为之胆寒,一旦在未来发生军事冲突,任何敌国的空中力量将在几天之内被消灭殆尽。毫无疑问,“猛禽”已经成为新的空战之王。(航空世界第6期)

  “我更愿意在有干扰箔条的空中飞行”(传统战机因雷达反射截面较大而不得已采取的应对手段),曾驾驶F-15E的资深“猛禽”飞行员布雷恩•比尔斯少校说。“与其他的隐形战机一样,F-22无需担心被雷达发现。而敌人总是将注意力放在更为显眼的目标上,这使我们的任务变得更加轻松。”

  “猛禽”优异的隐身性能赋予飞行员无可比拟的先发现,先命中的宝贵机会。没有敌机能够逼近F-22发射远程空对空导弹.除非“猛禽”的飞行员犯下严重战术错误或演习规则禁止实施超视距打击.“猛禽”的超声速巡航能力使能在不开加力的情况下以马赫数1.72的速度飞行。大大超越3代机的飞行速度,极大地增大了F-22机载导弹的射程.

  “猛禽”所配备的F119-PW-100发动机推力高达177千牛,足以使飞机的速度轻松超越机体结构承受能力的极限。虽然制造商宣称F-22是一种“2马赫级”的喷气机.但真正限制其速度的是机体结构烈度.而非发动机推力,“猛禽”还可长时间在18290米高度翱翔。飞行员们称此时已经可以看到地球的曲线。简单说.F-22在飞行速度和高度上均远优干其他现役战机。

  即便是进入近距格斗,F一22依然可以借助推力矢量喷口带来的超凡机动性而占尽优势。但空军尚不打算为F一22装备联台头盔指示系统(JHMCS),导致“猛禽”当前尚无法完全发挥出AIM-9X大离轴发射角的优势。空军计画先为F-15这些3代机配备JHMCS,以增强它们的格斗能力。

  “猛禽”超一流的性能使其成为一种可怕的死亡战机”,比尔斯说,“工程师们在航电系统方面也做了革新。”F-22装备的AN/APG一77电子扫描相控阵雷达(AESA)为飞行员们提供了比预警机还要强的战场感知能力,AESA雷达每秒可变频6000次,完全具备与当前最先进的电子干扰吊舱对抗的能力。AN/APG-77还可集中电磁辐鼽使敌方雷达感测器超负荷运转,具备极强的电子攻击能力。两个机载处理器的内存达300兆,能够处理来自雷达和其他感测器的大量信息。

  F-22的软件由170万行代码组成,驾驶舱显示接口的人机工程效果极佳。飞行员可选择“上帝之眼”模式来观察战场,也可选择其他显示模式获取更为详细的战场情报。

  在发射完全部8枚空对空导弹后,F-22的飞行员通常也不会撤出战斗,而是在隐形能力的掩护下在战场,利用机载感测器向友军传输敌方动态。F一22的机载感测器可获得预警机无法覆盖空域的敌军动态,并引导其他战机实施拦截。先进的机载计算机系统能及时处理大量信息,然后以易于读取方式向飞行员显示出来,“猛禽”的飞行员们由此可以有效担当起行动指挥官的角色。

  然而F-22当前还无法通过数据链将目标信息发送给其他战机。F一22拥有自身的一套数据链系统,且与空军通用的16号数据链兼容,但F一22的系统当前尚无法实现图像共用,飞行员们只能以语音交流的方式进行联络。

  2007年2月3日,随着第94战斗机中队的14架F-22A“猛禽”战斗机飞抵内华达州的拉斯维加斯,为期两周的2007年度“红旗”演习正式拉开帷幕。来自各国超过200余架各型战机参加了此次演习,其中不乏B-2、F-15、F-16、F-117,英国皇家空军的“狂风”GR-4及澳大利亚空军的F-111,但人们仍不约而同的将目光集中到“猛禽”在“红旗”演习上的首次亮相上。

  “我们已经作好了战斗准备”,大卫•约翰逊少校说。他是22名参加演习的飞行员的一员“作为一个年轻的中队,我们渴望接受考验,并展示“猛禽”那独一无二的作战能力。”

  就在三周前,美国空军第94战斗机中队在位于乔治亚州玛丽埃塔的洛克希德•马丁车间接收了该中队的第20架“猛禽”这架机尾号为5058的飞机也是94中队的最后一架F-22。在交接仪式上,94中队指挥官德克•史密斯上校说:“令人惊讶的是,仅仅在13个月前,我们还是一支装备F一15的中队。而现在我们已经正式成为一支F-22中队。”5058机的交付同时标志着兰利空军基地为数40架的F-22联队正式成军。2005年12月,94中队的姐妹中队,第27战斗机中队成为美国第一支具备作战能力的F一22中队。 然而F一22却无法完全替换兰利基地的F-15战斗机,装备F-15的第71中队仍是兰利基地的一支重要作战力量。美国国会当前仅批准购买183架F-22,这一数量根本无法满足美国空军未来作战的需求。为弥补F-22数量的不足,空军计画保留178架状况最好的F-15,并对它们进行现代化升级.以作为F-22的补充。在可预见的将来,F-15仍将是美国空中力量的一个重要组成部分。

  长期以来.美国空军一直希望能够装备381架”猛禽”,以为10个空天远征部队各配备一个F一22中队。但在国会削减了F-22的采购预算后,空军被迫对原先的计画做出调整,仅为7个空军远征部队配备F一22。此外,每个F-22中队的战机数量为18架,而非通常的24架。空军部长迈克尔•维尼在2006年12月的一个空中力量研讨会上曾表示考虑筹款再购买20架F-22,但国防部的内部人士大多认为,高昂的价格是阻止国会通过相关拨款申请的主要障碍。F-22的采购单价己超过1.2亿美元,即使如美国如此富有的国家也难以大量采购。如果未能获得后续订货,洛克希德•马丁公司的F-22流水线将于2008年关闭。

  美国空军本希望能用F-22逐渐淘汰F-15,成为“世界最强制空战斗机”,但稀少的采购数量意昧着F-22将在未来空战中与大批旧式战机并肩作战.而空战的成败主要取决于。猛禽”与旧式战机的配台情况。“红旗”演习恰好为发展和检验新战术提供了一个重要舞台。

  众所周知,“红旗”演习是一场通过高度仿真实战环境来训练飞行员的大规模军演。扮演“入侵者”的第414作战训练中队会在演习中尽全力向参加演习各国飞行员发起挑战。参演的飞行员们不仅要面对专门按照假想敌技战术特点训练出来的F-15和F-16飞行员们,而且还必须在蓝军仿真出的复杂的地空导弹和通讯千扰环境下作战。简言之,“红旗”演习为新式武器系统提供了一个理想的试验场所。

This summer marks the tenth anniversary of a powerful metaphor for the decline of U.S. air power.  Air Force Gen. David Deptula was piloting his F-15C fighter (supposedly the best fighter in the world) over Iraq in 1998 when all of the cockpit instruments suddenly went dead.  He feared he was going to die, but he managed to fly the crippled plane back to its base, where mechanics discovered that insulation on aged wiring had rotted away and caused a short circuit.  Then Deptula discovered he was flying the same F-15C he first flew as a junior officer in the Pacific in 1978.

Ten years later that same plane is still flying in the Pacific, a testament to how easily Pentagon policymakers can lose sight of what really matters when they get distracted by big ideas and the concerns of the moment.  Rather than follow through on plans inherited from the Clinton Administration to replace F-15s with the more agile and survivable F-22 Raptor, the Bush Administration decided to embrace military transformation and embark on a global war against terrorists.  To free up money for those initiatives, it repeatedly sought to kill the F-22 before the Air Force got the 381 planes it said it needed to sustain force rotations in a prolonged war.

Today, the Pentagon doesn't have a coherent plan for how it will sustain global air dominance over the next 30 years without a sufficient number of F-22s, because it has convinced itself that unconventional warfare is the wave of the future.  In other words, it doesn't think U.S. air dominance will be challenged.  Not surprisingly, some potential adversaries like Russia see this as an invitation to begin competing again for command of the skies.  The next administration needs to step back from all the trendy ideas of the past eight years and focus on some basic facts about military preparedness...

1.  Air dominance -- the ability to control airspace -- is the most important capability U.S. forces have.  Without it, soldiers and sailors on the surface are constantly in danger from hostile aircraft, and friendly aircraft cannot safely accomplish missions like bombing and airlift.

2.  U.S. air dominance is at risk today around the world from new surface-to-air missiles that can shoot down any plane that is not stealthy or shielded from detection by electronic jamming.  Additional danger comes from new foreign fighters that match or surpass the F-15.

3.  Even without these new threats, the current fleet of cold-war fighters is so old that it cannot be counted on to provide air dominance in the future.  Many Air Force fighters operate on flight restriction due to metal fatigue, corrosion and other age-related maladies.

4.  The F-22 is the only fighter the U.S. is building that was designed mainly as an air dominance aircraft rather than as a tradeoff of competing roles.  It can conduct bombing, intelligence gathering and information warfare, but these do not detract from the air dominance mission.

5.  Most of the money required to build 381 F-22s has already been spent, and cannot be recovered -- including $24 billion spent by five administrations to develop the plane.  So the real question today is whether warfighters will get a good return on that investment by buying enough planes.

  行克星顿研究所(Lexingt•n Institute)分析家Loren•Thomps近日表示,美国国防部承认在未来美国的军事战略中需要更多的依赖F-22"猛禽"战斗机。Loren•Thomps认为国防部和下一届政府需要支持战斗机的生产计画。

  Loren•Thomps认为五角大楼没有一个连续的计画,未来30年中在没有足够数量的F-22战机的情况下,怎么维持全球空中优势地位,因为他们深信未来主要还是应对非常规战争。换句话来说,他们没有考虑到美国的空中优势地位会受到挑战,然而,一些潜在的竞争对手,比如俄罗斯把这视为是同美国竞争空中主导权的开端。

  Loren•Thomps表示下一届政府需要重新回到八年前的政策上来,主要集中在军事准备的一些基础方面:

  1)能够控制天空的空中优势是美国空军需要具备的重要能力,没有这种能力陆军和海军将处于敌方飞机的威胁之下,友方飞机不能安全的完成空运和轰炸等任务。

  2)美国的空中优势受到新型地对空导弹的威胁,这种导弹能击落任何飞机并且不易被电子干扰机发现。另外的威胁来至于国外新型战斗机,这种战斗机的性能达到或者超过F-15。

  3)即使没有这些威胁,当前冷战时期的战斗机机队太老,不能在未来提供空中优势。由于金属疲劳、腐蚀和其他与寿命相关的问题,许多空军飞行员的飞行操作都受到限制。

  4)F-22是美国唯一一款设计来夺取空中优势的战斗机。它能从事轰炸、监视和信息战,不过这些都不属于空中优势任务。

  5)用来建造381架F-22战机的经费大部分已经用完,其中包含5个部门的用来研发该项目的240亿美元。所以当前所面临的问题实际上是通过购买足够数量的飞机这些投资能否得到很好的回报。(温坤 责编陈)

 美军二十三日罕见开放位于夏威夷的太平洋空军总部供台湾媒体采访,据美军官员指出,继阿拉斯加及关岛后,美国空军预计将于二○一○年在夏威夷希肯空军基地(Hickam Air Force Base)正式部署一中队十八架最新的F-22A「猛禽」战机,并与前述两个亚太基地构成亚太铁三角,担负美国本土防御及西太平洋的紧急应变任务。

 太平洋空军官员昨天带领台湾记者进入希肯基地采访,期间并让记者实地拍摄包含当前部署在夏威夷的F-15战机和C-17战略运输机起落,同时帮助基地相关设施及进行一项C-17战略运输机的简报,另也前往在旁的太平洋空军总部采访。

 属于美军第四代战机的F-22A,去年曾经飞抵夏威夷进行转场训练,据美军官员指出,当前希肯空军基地已开端部署这型战机所需的建构相关设施,预计在一年多以后F-22A将正式进驻基地。

 不过就在记者进入基地采访时,由于F-22A已经飞回阿拉斯加基地,美空军官员只好带领记者体验F-22A的仿真机,结果没想到这款仿真机,让小孩都可以轻易学会驾驶F-22A战机,甚至发射飞弹击落敌机。

 据指出,太平洋空军的首支F-22A战机中队今年已最先在阿拉斯加空军基地组成,该中队共配属十八架F-22A战斗机,美空军准备在阿拉斯加部署两支F-22A战机中队,共三十六架战斗机,而部署在此的战机去年也曾飞往关岛进行轮驻,每次轮驻时间为四个月。

 美国空军已确定将当前七个F-22飞行大队中的三个大队,分别部署到太平洋地区的防御美国本土第一线的关岛、阿拉斯加,以及第二线的夏威夷,另美国空军也曾于去年初将美国维吉尼亚州兰利空军基地的十多架F-22战机,部署在日本冲绳的嘉手纳空军基地三个月。

 F-22战机是洛克希德马汀公司为替代美国空军的主力战机F-15而开发出来的最新型战机,美国空军当前拥有一百八十三架这型战机。这款极为昂贵的战机,具有优异的超音速巡航性能和远程作战能力,最大可以以每小时两千五百公里的超音速飞行,一次飞行可超过四千公里。

 F-22除进行对空作战任务外,也能挂载「联合直攻武器」(JDAM)等武器进行对地精准攻击,另由于必须符合超音速飞行要求,在匿踪飞行的状态下,F-22配备的武器都可以收进机内,机上至少可配备六枚AIM-120C中程空对空飞弹,该型战机当前堪称是全球战力最强、没有对手的新型战机。

    美军将于7月19日至8月2日,在关岛部署6架号称“未来40年不过时”的隐形战斗机--F-22A“猛禽”战斗机,以此继续加强在西太平洋地区的军事力量和反应速度。

    据美国空军站点7月17日报道,这批F-22战机是从美国阿拉斯加的空军基地起飞的,它们将参加在关岛举行的“丛林盾牌”演习,以及名为“对抗-缓和”的军事训练,熟悉与原来基地不同的环境。

    “猛禽”战斗机是当前世界上唯一面世的“第四代战斗机”,其作战能力是F-15C战斗机的4倍,被美军高官视为“统治21世纪天空”的利器。


    报道称,这是美国太平洋司令部的空军首次部署F-22战机,同时这也是“猛禽”第二次部署到太平洋地区。2007年2月,一批从美国兰利空军基地第27战斗机中队起飞的F-22战机部署到了位于日本冲绳的嘉手纳空军基地。

Raptors set to deploy to Guam

7/17/2008 - HICKAM AIR FORCE BASE, Hawaii (AFPN) -- Six F-22 Raptors from the 90th Fighter Squadron at Elmendorf Air Force Base, Alaska, are set to deploy to Andersen AFB, Guam, July 18 to Aug. 2.
 
The F-22s, along with associated maintenance and support personnel, will deploy to Guam to participate in the Jungle Shield exercise and conduct Cope Thaw training.

Jungle Shield will exercise 13th Air Force's air defense mission in Guam and validate the area air defense commander's ability to command and control such missions from the 613th Air and Space Operations Center here.

Following the exercise, the F-22 personnel will take part in Cope Thaw, one in a series of regularly occurring training events in which aircraft and personnel have an opportunity to conduct training in environments different from those at their home station.
 
This is the first deployment of Pacific Air Forces-assigned F-22s. It also marks the second deployment of the F-22 to the Pacific theater. In February 2007, F-22s and personnel from the 27th FS at Langley AFB, Va., deployed to Kadena Air Base, Japan.

F-15E Strike Eagles and B-52 Stratofortresses and their aircrews already deployed to Andersen also will participate in Jungle Shield. Other participants include 13th AF and 613th AOC personnel here and 36th Wing personnel assigned to Andersen.

The United States routinely evaluates readiness and repositions forces as needed to ensure capabilities necessary to meet obligations in the Asia-Pacific region. These deployments demonstrate the continued U.S. commitment to fulfill security responsibilities throughout the Western Pacific and to maintain peace in the region.

  据英国《飞行国际》2008年7月8日报导 F-22将首次出现在国际性的重要航展上,不久F-22将参加今年的范堡罗航展。与此同时F-22项目正面临未来生产的投资问题。

  到当前为止,美国国会编制明年国防预算的任务已经过半,但F-22的前景仍不清晰。引起当前局面的原因部分是因为前国防部长拉姆斯菲尔德于2005年对该方案的调整。当时拉姆斯菲尔德出台了一份新计画,决定2008财年后将削减掉F-22的全部投资。

  2006年,由于F-35方案出现18个月的延迟,美国空军以需要维持第5代战斗机持续全速生产为名,成功要求延长F-22的采购。总计60架飞机的3年采购合同使F-22生产减缓到每年20架,同时使流水线维持开工到2010年。这一成功不仅使流水线多维持2年,而且增加了将F-22的命运交由新政府决定的机会。

  在现任布什政府内,拉姆斯菲尔德的继任鲍勃•盖茨对美国国防部进行了多项改变,但对于F-22项目则未带来多大变化。他同意拉姆斯菲尔德的决定,并驳回了空军的要求决定在明年底后将不再申请投资延长飞机生产。盖茨认为,美国空军在其空中优势战斗机上的投入已经足够,现在是再次投资于当前抵御国土安全威胁最有关的技术的时候了。

  盖茨的决定将F-22的命运交与了国会。但对制订预算有影响力的国会委员会的立场各不相同,从而使得F-22的前景仍未明朗。众议院武装部队委员会(HASC)已投票决定2009财年恢复投资购买下一年制造20架F-22所需的全部前期部件,需要资金5.23亿美元。而参议院武装部队委员会(SASC)更希望将投资决定权交给下届政府,SASC为关闭流水线或购买前期部件留出了4.97亿美元。SASC的这一办法获得了盖茨的赞同。

F-22, set to make Farnborough debut, faces further funding problems

A debut flying demonstration at one of the world's major air shows can be a sort of coronation, a rite of passage for the relatively few aircraft concepts that survive the process of development and flight test and enter production.

When the Lockheed Martin F-22 makes its belated debut in the public display at this year's Farnborough air show, the event will be testament to the stealth fighter programme's perseverance over sometimes formidable odds in a decades-long development phase.

But the F-22's big moment comes amid yet another crisis over the programme's funding. Even as the aircraft is celebrated on its most public stage, Lockheed must hope the event will not be followed by the curtain falling on production as soon as the end of October.

In the US Congress, the laborious process of producing next year's defence budget is already past the halfway point, yet the outlook for the F-22 remains more unclear than at any time since the depths of the development challenges that threatened its survival repeatedly in the late 1990s.

The current stalemate was set in motion by a programme restructuring in 2005 orchestrated by former Defense Secretary Donald Rumsfeld. With little warning, Rumsfeld unveiled a new plan that year to cut off all funding for the F-22 after fiscal year 2008, reducing the USAF's projected buy from up to 277 aircraft to 183 aircraft - enough to outfit seven squadrons. The USAF's approved requirement for F-22s is still 381 aircraft, enough for 10 squadrons, but it has not been funded at that level since 2001.

Bridge a Gap
In 2006, the USAF succeeded in partly rolling back part of Rumsfeld's changes. Explaining its need to keep a fifth-generation fighter in continuous full-rate production, the USAF stretched out the order for F-22s to bridge a gap created by an 18-month delay for the F-35 Joint Strike Fighter.

A three-year procurement deal for a total of 60 aircraft slowed production to 20 F-22s a year, but kept the production line intact until 2010. That victory not only kept the production line moving two more years, it created the opportunity for the F-22's fate to be decided by a new administration.

Under the current White House regime, Rumsfeld's successor, Bob Gates, brought many changes to the US Department of Defense when he arrived in late 2006, but not for the F-22 programme.

Agreeing with Rumsfeld's decision to cap the programme at 183 aircraft, Gates decided not to request funds to extend production beyond the end of next year, overruling the objections of a chastened US Air Force.

Gates thinks the USAF has invested enough money in its premier air superiority fighter, and it is time to reinvest in technologies most relevant to current national security threats.

"The reality is, we are fighting two wars - in Iraq and Afghanistan - and the F-22 has not performed a single mission in either theatre," Gates told a congressional committee in March. "So it is principally for use against a near peer in a conflict, and I think we all know who that is. And looking at what I regard as the level of risk of conflict with one of those near peers over the next four or five years until the Joint Strike Fighter comes along, I think something along the lines of 183 F-22s is a reasonable buy."

Gates Could Stay
Gates also silenced a senior USAF commander who told reporters in March that funding for the F-22 programme would be restored when Gates was no longer in power. The Bush administration leaves office in January, although speculation continues that Gates could be retained by either party in the next administration in his current role.

Gates' staunch refusal to fund long-lead items to continue production into FY2010 passes the decision for the F-22's fate to Congress. Already, congressional committees with a role in the budgeting process have taken a variety of positions, resulting in no clear view about the aircraft's chances of survival.

The House Armed Services Committee has voted to restore funding in FY2009 to buy enough long-lead items to build a further 20 F-22s the following year. The long-lead funding in question amounts to $523 million. That is nearly the same amount Gates' staff took away from the F-22 and put into the Boeing F-15 sustainment account.

The status of the funds shifted to the F-15 account is no longer publicly understood. The money was allocated to repair a manufacturing defect detected after an F-15C crashed in November 2007.

"Since that time, the air force has determined that these additional funds are not necessary for completing the repairs required to correct F-15 structural problems and return them to flying status," the HASC wrote.

It is not clear whether that money could still be available to move back into the F-22 account. The HASC report does not mention that possibility.

Restoring the F-22's funding for long-lead procurement in FY2009 would save the production line and allow the supply chain to continue for at least another year, and would spare the USAF the drama of cutting funds for another programme to pay for more F-22s in the Pentagon's internal budgeting process.

"On the F-22, a lot of people don't realise we've got a third of that programme," Boeing chief executive Jim McNerney told investors in May. "It's about $1 billion a year and we were encouraged in the 2009 HASC language that they'd put in money for long lead for another 20 F-22s. I think they really decided to defer the decision on how many F-22s to be built until the next administration."

One more year of production would increase the USAF's total order from 183 to 203. But the Senate Armed Services Committee prefers to leave the funding decision to the next administration, passing a bill that would permit the next US president to shut down the production line or pay for long-lead items. The SASC bill provides $497 million for either purpose.

"The next president of the USA would have to decide which alternative would be in the best interests of the nation and submit a certification of that decision to the congressional defence committees before any of these funds could be spent," says the committee's report on the bill.

Softer Stance
This approach has earned Gates's endorsement. Although earlier this year he called for a complete halt to F-22 production, he has recently softened his stance to embrace the Senate panel's compromise.

Meanwhile, appropriators in the House and Senate are squabbling about whether to allocate the same amount of funding as part of a supplemental spending bill intended to pay for the cost of the Afghanistan and Iraq wars.

Leaving the decision to the next administration will present a huge decision very soon after the election. The next president will not be sworn in until late January, and the following year's budget request is traditionally submitted by early February.

From the industry's point of view, keeping the programme's future on hold could prove costly if a decision is not made before 31 October. That is the date when Lockheed must turn off the earliest components of the supply chain in the absence of continued funding. Turning those elements back on later could cost up to $1 billion if no decision is made for another year, say Boeing officials.

Invasion of Britain: The F-22 fighter will be appearing in the skies over Britain for the first time later this month, demonstrating its prowess at two air international shows. Tomorrow, three Raptors from the 1st Fighter Wing at Langley AFB, Va., along with members of the F-22 demonstration team will make the trek across the Atlantic Ocean for a week-long stint. On July 12 and July 13, Maj. Paul Moga, USAF’s first F-22 demonstration pilot, will treat visitors to a single-ship performance at the Royal International Air Tattoo at RAF Fairford in Gloucestershire, wing spokeswoman 2nd Lt. Georganne Schultz, told the Daily Report. On the following day, Moga will perform at the Farnborough International Air Show outside of London, Schultz said. The F-22s will head back to Langley on July 15, she said. The F-22 Demonstration Team is in its first full season. Last year was its debut year, but not a full season. Normally two aircraft would be sent for such a demonstration, with one serving as a backup. Schultz said, in this case, the decision was made to send three.
