WASHINGTON (AFP) - The US Treasury announced Friday it was freezing any US assets of two senior Venezuelan officials and a former official after accusing them of aiding Colombian rebels involved in drug trafficking.
The move comes as the United States moved toward expelling Venezuela's ambassador in Washington after Venezuela ordered expelled the US ambassador in Caracas in solidarity with Bolivia's expulsion of the US envoy in La Paz. The Treasury targetted Hugo Armando Carvajal Barrios and Henry de Jesus Rangel Silva and former official Ramon Rodriguez Chacin for aiding "the narcotics trafficking activities of the Revolutionary Armed Forces of Colombia (FARC)." The three "armed, abetted, and funded the FARC, even as it terrorized and kidnapped innocents," according to a statement from Adam Szubin, who heads the Treasury's Office of Foreign Assets Control (OFAC). "This is OFAC's sixth action in the last ten months against the FARC," the statement said. "We will continue to target and isolate those individuals and entities that aid the FARC's deadly narco-terrorist activities in the Americas," it added. "Today's action freezes any assets the designated entities and individuals may have under US jurisdiction and prohibits US persons from conducting financial or commercial transactions involving those assets," it said. Hugo Armando Carvajal Barrios is the director of Venezuela's Military Intelligence Directorate (DGIM), the Treasury said. It accused him of helping the FARC by "protecting drug shipments from seizure by Venezuelan anti-narcotics authorities," arming the FARC and allowing them to "maintain their stronghold" in Arauca, a cocaine producing area on the Colombia-Venezuela border. It alleged that Carvajal Barrios "also provides the FARC with official Venezuelan government identification documents" to facilitate the travel for FARC rebels to and from Venezuela. Rangel Silva, who heads Venezuela's Directorate of Intelligence and Prevention Services or DISIP, "is in charge of intelligence and counter-intelligence activities for the Venezuelan government," it said. Rangel Silva has "materially assisted the narcotics trafficking activities of the FARC. He has also pushed for greater cooperation between the Venezuelan government and the FARC," the statement alleged. Rodriguez Chacin, who was Venezuela's Minister of Interior and Justice until September 8, is "the Venezuelan government's main weapons contact for the FARC," it charged. "The FARC uses its proceeds from narcotics sales to purchase weapons from the Venezuelan government," it alleged as well.

Spanish police arrest Spain's FARC commander Sat Jul 26, 3:51 PM ET MADRID (AFP) - Spanish police said Saturday they had arrested a 57-year-old Spanish woman they claim is the leader of the Spanish cell of Colombian Marxist rebel group FARC.
Maria Remedios Garcia Albert was arrested at her home in the town of San Lorenzo de El Escorial, northeast of Madrid, they said. The interior ministry said Garcia Albert had provided logistical support for FARC and had direct contacts with Raul Reyes, the FARC number two who was killed by Colombian troops inside Ecuador earlier this year. Analysis of Reyes' computer passed on to Spanish investigators by Colombian authorities had led them to identify Garcia Albert. Garcia Albert travelled to secret camps in Colombia last year for "meetings with top leaders of the terrorist group," according to the interior ministry. She was discovered in possession of "several amounts of money" which she was preparing to send to representatives of FARC in Europe, the ministry said in a statement. In Bogota, the director of the national police force General Oscar Naranjo welcomed the arrest as an important breakthrough in the investigation of the FARC's links with Europe. "This arrest is the start of a series of arrests which will take place in Europe, especially of people linked to the FARC," he told Radio RCN in Bogota, describing Garcia Albert as a member of the FARC's "international commission". He said Reyes' computer files contained "a significant number of names of people living abroad, some of them Europeans and others Colombian." Using her position within a Spanish NGO, the Organisation of Solidarity for Asia, Africa and Latin Americas, Garcia Albert had "offered cover and logistical support in Spain to various leaders of the terrorist organisation like Luis Edgar Devia Silvia (Reyes) and Ovidio Salinas Perez, alias Juan Antonio Rojas," the interior ministry statement said. She was also tasked with coordinating contacts with FARC representatives in Switzerland and Sweden, it said. A search of Garcia Albert's home had turned up numerous documents and propaganda linked to FARC, including a computer "containing a wealth of information on the functional and operational activities of the organisation," it added. The FARC, Latin America's oldest and largest insurgency, have been seeking to topple the government since the 1960s. Despite the recent rescue of Franco-Colombian politician Ingrid Betancourt and several others, they are estimated to hold more than 700 hostages for ransom or as political bargaining chips.

Global rallies up pressure on Colombia's FARC

2 hours, 18 minutes ago BOGOTA (AFP) - Colombian leftist rebels faced renewed public pressure to release their remaining jungle-held hostages Monday after more than four million people took to the streets in Colombia and around the world to highlight their plight.
Crowds gathered in 1,000 towns and cities across Colombia on Sunday, demanding the liberation of hundreds of hostages still held by Marxist rebels following last month's dramatic rescue of French-Colombian politician Ingrid Betancourt and 14 others. In Paris, Betancourt led chants of "No more hostages!" as she addressed a crowd of several thousand people who came to watch artists perform in a square across the river Seine from the Eiffel Tower. Colombian star Juanes, Spain's Miguel Bose, and French artists Renan Luce and Michel Delpech were among the singers playing at the concert. At Betancourt's side was the socialist Bertrand Delanoe, who told the crowd: "Our duty is to continue fighting for the liberation of all hostages in Colombia." Madrid and other European cities saw smaller rallies in support of the hostages, but the main events were to be held in Latin America, with the highlight expected to be a concert in Colombia by pop star Shakira. In Washington, thousands of people gathered outside the White House asking for the hostages' release, and Commerce Secretary Carlos Gutierrez called on the US Congress to pass a pending free trade agreement with Colombia, in view of its national day. Organizers said pro-hostage rallies were held in cities across the world: 30 in Latin America, 22 in Europe, six in Asia, 27 in the United States, four in Canada and two in Australia. Betancourt was rescued July 2 by Colombian armed forces who said they had tricked her captors into handing her over along with three Americans and 11 other Colombian hostages. Betancourt, 46, was abducted in 2002 by rebels from the Revolutionary Armed Forces of Colombia (FARC) while campaigning for the Colombian presidency. After being reunited with her children, who live in Paris, she returned to France where her ordeal in the Colombian jungle had turned her into a national heroine. The FARC continues to hold an estimated 700 hostages. Up to 2,000 more are believed to be held by the National Liberation Army, another leftist rebel group. Sunday's rallies are calling for their immediate release. The marches coincide with independence day celebrations in the southern town of Leticia, attended by President Alvaro Uribe and his guests, President Luiz Inacio Lula da Silva of Brazil and Alan Garcia of Peru. Shakira, Colombia's world-famous pop icon, sang Colombia's national anthem at the start of that commemoration before she was to launch into a concert in support of hostage liberation. In Bogota, the central city square was turned into a sea of white, as 1.5 million people donned white shirts bearing slogans such as "Free them already," "No more kidnappings" and "Peace for Colombia." Organizers said more than four million people poured into the streets in towns and cities across Colombia, in the country's third pro-hostage mass rally event so far this year. A championship soccer match in Bogota was stopped and the players observed a minute of silence for the rebel hostages. Colombian Interior and Justice Minister Fabio Valencia issued a "call to dialogue, reconciliation and peace," telling FARC that Colombians were fed up with violence and kidnapping. Some of the 14 other hostages who were freed with Betancourt through a Colombian military operation were present here and in other cities although three US defense contractors liberated at the same time were back in the United States and not participating. There were fears of a possible attack during the event. On Friday, Bogota authorities arrested two suspected FARC rebels, seizing from them about 30 kilograms of explosives which they allegedly planned to use during the march. Sunday's concerts went ahead as the controversy surrounding just how Betancourt and her companions came to be released continued. According to a report Sunday in Spain's Vanguardia newspaper, French, Israeli and US secret services were involved in the operation.

Uribe admits Red Cross emblem used in hostage rescue

2 hours, 22 minutes ago BOGOTA (AFP) - Colombian President Alvaro Uribe acknowledged that his army used the Red Cross emblem in its bloodless July 2 rescue of 15 hostages, a move the humanitarian agency swiftly denounced as "abusive."
Uribe allowed Wednesday that one army official wore a vest with the International Committee of the Red Cross (ICRC) emblem but said that it was because the official was nervous about the operation and there were many leftist rebels on the scene. So "the official took a piece of cloth out of his pocket with the initials CICR (ICRC) on it, and he put it on his vest; we are sorry that this has happened," Uribe said, suggesting there was no effort at deception. CNN television reported that it had viewed unpublished photos and video of the rescue in which a military official is seen using the emblem of the international humanitarian organization, in what some said could be deemed a "war crime." Uribe said he presented his apologies to the ICRC on Wednesday morning, but Red Cross outrage over the incident was immediate. "The emblem of the Red Cross needs to be respected in all circumstances and cannot be used in an abusive manner," the ICRC said in a statement from Bogota. In Geneva, ICRC spokeswoman Florian Westphal said: "The respect of the emblem is crucial so the ICRC can bring help to people affected by the conflicts in Colombia or elsewhere." Westphal said it was important that Uribe "had admitted the error that had been committed." The organization did not say whether it would take any action as a result of the misuse. Hours after the dramatic rescue of the hostages from the hands of the Revolutionary Armed Forces of Colombia (FARC), the country's army commander General Mario Montoya publicly denied -- in Uribe's presence -- that his men used emblems from the humanitarian organization. "Not one insignia, Mr. President, not from the Red Cross or anything like it, nor from any humanitarian mission whatsoever," Montoya had said, in describing the operation which tricked the Marxist rebels into handing over the 15 hostages, including French-Colombian politician Ingrid Betancourt and three US defense contractors. It was not immediately clear how Uribe's revelation will affect the ICRC's role in ongoing attempts to free an estimated 700 hostages still held by FARC. ICRC, which reports having 318 staff in Colombia including 57 non-Colombians, has been active in dialogue with the rebels for years, as various groups including the Colombian, French and Swiss governments have sought to negotiate hostage releases. On its website, the ICRC warns that "perfidy" -- "making use of the emblem in time of conflict to protect combatants or military equipment" -- violates the Geneva Conventions. "Perfidious use of the emblem is a war crime in both international and noninternational armed conflict," the ICRC states on its website. "The ICRC, a neutral and impartial humanitarian organization, must enjoy the trust of all the parties to the conflict to be able to carry out its humanitarian work," said an ICRC statement released in Bogota. The lawyer of Gerardo Aguilar and Alexander Farfan, the two FARC members captured in the operation, said his clients told ICRC representatives they had been tricked by the soldiers' use of emblems of the Red Cross and of the Telesur television network. "They have said it on several occasions, indicating that the (Colombian) army pretended to be the International Red Cross, and that three or four people in the operation used Red Cross emblems," attorney Rodolfo Rios told AFP. Colombia's general prosecutor Mario Iguaran said he believed the act of "perfidy" could not be applied in the hostage-rescue case, because "the objective of the military operation was to liberate hostages and not to attack or harm the adversary." Uribe said the name of the official in the rescue operation would not be disclosed to protect him from threats and "because we do not want to harm his career."

Fri Jul 11, 9:53 PM ET PUNTO FIJO, Venezuela (AFP) - The presidents of Venezuela and Colombia, Hugo Chavez and Alvaro Uribe, put aside months of animosity to meet in northwest Venezuela with the aim of normalizing ties.
"As of now, a new stage begins with Colombia," Chavez told a joint press conference Friday. The leaders, who held their two-hour talks in the town of Punto Fijo, had nourished sharp differences on the issue of the FARC, Colombia's notorious guerrilla group, with Chavez ideologically supporting them and Uribe considering them a terrorist threat to be eradicated. But with the liberation early this month of 15 FARC hostages, including Franco-Colombian politician Ingrid Betancourt and three US defense contractors, and the weakening of the rebels' leadership, the situation has changed in Uribe's favor. Chavez has since stepped away from his rhetorical backing of the Revolutionary Armed Forces of Colombia guerrillas and ended his insults against his Colombian counterpart, whom he has said before the meeting he would now treat as a "brother." Chavez said his meeting with Uribe "began and ended well. It ends with great optimism on both sides ... I thank Uribe his visit, his gesture, so that with this frank and warm conversation we can completely turn the page on a storm past." "We've decided to get back on the path we've been building since you took over the Colombian presidency," he added looking at Uribe. The Colombian president said the meeting was "very constructive (and) planned in the most positive spirit." The last time the two met was in late 2007, before Uribe publicly dropped Chavez as official mediator with the FARC amid longstanding tensions between the two forceful personalities. Things got worse in March, when a cross-border raid by Colombian forces into Ecuador, a Venezuelan ally, to kill a FARC leader, Raul Reyes, prompted Chavez to mobilize troops along the Venezuela-Colombia border. Ecuador severed diplomatic relations with Venezuela over the raid. The FARC rebels also sought to stir the pot by releasing six hostages to Chavez in January and February in a bid to embarrass Uribe. Colombia, for its part, crowed that it had captured computers in its Ecuador raid showing Chavez had financially and possibly militarily supplied the FARC. But the triumph of the release of Betancourt and the other hostages this month -- said to have been secured through a daring Colombian military operation in which soldiers masqueraded as aid workers -- and Venezuela's dependence on Colombian trade for basic foodstuffs and other goods eventually put pressure on the neighbors to smooth over their dispute. Uribe said he hoped to establish "direct talks" with FARC to reach a peace agreement that could be verified by an international committee, and he thanked Venezuela and Cuba for their mediating efforts. The Colombian leader also said he wanted to mend fences with Ecuador. "We hope our relations with Ecuador can be repaired as soon as possible," he said, adding that he had conveyed his intention to Chavez. Chavez announced he will be traveling to Ecuador on Tuesday and would be happy to relay Uribe's message to President Rafael Correa. "I'm sure President Correa will be ready to ultimately resume direct relations with Colombia," Chavez said. "As a friend to both, we're always prepared to help." Friday's meeting focused on cooperation along the shared border and trade. Several accords were expected to be signed, including increasing the quota of Colombian vehicles imported into Venezuela, investment protection, a treaty on income taxes, and a promise to facilitate the passage of goods across the border. Colombia is Venezuela's second-biggest trading partner, after the United States which buys up much of its oil, and exchanges amount to around six billion dollars a year. Colombian exports to Venezuela exceed Venezuelan exports to its neighbor. "This meeting holds an intention for closer ties, cooperation, peace and Latin American integration," Chavez said ahead of his encounter with Uribe. The presidents also plan to visit a huge oil refinery in the nearby town of Amuay. It was there in November 2005 that the two agreed to build a cross-border gas pipeline which was inaugurated on the Colombian side last year.

US ex-hostage calls FARC rebels 'terrorists' by Sig Christenson
Mon Jul 7, 6:51 PM ET SAN ANTONIO, Texas (AFP) - One of three US nationals rescued from Colombia's FARC rebels said Monday the guerillas were not revolutionaries but "terrorists," using a crusade for the poor as a front for crime.
"They are not a revolutionary group. They are terrorists," Marc Gonsalves told a televised press conference from Texas, in his first public comments since the Colombian army rescued him and 14 others from captivity Wednesday. "They say that they want equality. They say that they just want to make Colombia a better place. But that's all a lie. It's a cover story, and they hide behind it," the US defense contractor said. "And they use it to justify their criminal activity ... Their interests lie in drug trafficking, extortion, kidnapping. They refuse to acknowledge all human rights. And they reject democracy." The FARC seized Gonsalves, Thomas Howes and Keith Stansell in February 2003 while the men were carrying out an anti-drug mission for the US Department of Defense, and held them until their dramatic rescue Wednesday. Colombian commandos posing as rebels tricked the guerillas into handing over the trio as well as French-Colombian politician Ingrid Betancourt and 11 Colombian soldiers. In their first public appearance since they were flown back to the US military base in San Antonio, Texas, early Thursday, the Americans praised the Colombian government and their own for not giving up on their plight. Howes thanked the Colombian army for "our spectacular rescue," and both he and Gonsalves referred to the commandos as "heroes." "There was a time that when I slept, I would dream that I was free. That time was only a few days ago. It feels so good to be free here now with all of you," Gonsalves said. However, they reminded their audience of the remaining hostages and urged FARC to release them. "Don't tell us that you're not terrorists, show us that you're not terrorists. Let those other hostages come home," Gonsalves said. The hostages were likely being tortured for those that got away, he said, adding that even members of the rebel group hated being part of it so much that many chose suicide as the only way out. The majority of FARC's forces "are children and young adults" with little or no education who were "tricked into joining the FARC and they're brainwashed into believing that their cause is a just cause," he said. The Revolutionary Armed Forces of Colombia (FARC) began in 1964 as a bedraggled group of 48 armed farmers led by Manuel Marulanda Velez, a peasant who believed to be the oldest Communist guerilla in the world until he died in March. It began its campaign of kidnappings in the mid-1980s and army hostages served as bargaining chips for FARC prisoners held by the government. By the late 1990s more civilians and political leaders were being snatched. The group is still believed to hold more than 700 hostages, actions which have heavily eroded public support for the organization, and continues to run a vast drug-trafficking network to fund its operations. Former Cuban president Fidel Castro and Venezuelan President Hugo Chavez have both called on the group to free their remaining hostages, with Castro saying that kidnapping and holding prisoners was "objectively cruel." Chavez, who has been accused of backing the FARC -- which he denies -- has questioned its very existence, saying June 9 that today in Latin America "an armed guerrilla movement is out of step." The president warned that the rebel insurgency was being used by the United States to back allegations of terrorism on the continent. "The FARC should know this: you have become an excuse, a justification for the Empire to threaten all of us," Chavez charged, referring to the United States. "You are the perfect excuse."
